The timing is ideal for this sort of public education campaign. The governor appointed a commission to investigate tax policies, which published its recommendations in 1998. At the heart of that report are proposals for restructuring the state's property tax system. These proposals make it virtually inevitable that taxes will be a major issue for the upcoming sessions of the General Assembly and administration.
